Clustering of possible sources of negative health and social outcomes points to a spatial focus for future interventions. We analyzed the spatial clustering of sex work businesses in Southern California to examine where and why they cluster. We explored economic and legal factors as possible explanations of clustering. LA County Passes New Massage Parlor Regulations to Curb Human Trafficking
Spa owner David St. James began reaching for the ringing appointment line on an early December morning. James, who runs Royal Thai Massage and Beauty with his wife, Chanispha, a licensed massage therapist who was born in Thailand. The ringing phone was another reminder that nothing the couple has done to make their business safe for customers has helped them avoid another pandemic shutdown. Spas come in myriad varieties — from ritzy celebrity magnets to modest mini-mall stops like Royal Thai — offering various specialized forms of massage therapy, health and grooming treatments and relaxation.
Massage businesses in unincorporated areas of Los Angeles County will soon be required to pay for a public health permit and comply with new regulations designed to combat human trafficking, under action taken Tuesday by the Board of Supervisors. Supervisor Janice Hahn championed the changes, saying many of the businesses had "become a safe haven for human trafficking" for sex and labor. Massage businesses will now be required to obtain both a business license and public health permit and be subject to surprise inspections. Massage technicians will also be required to maintain a business license or a certificate from the California Massage Therapy Council, depending on whether they work behind closed doors.
